e-Littera is an application which enables the printed journals to be transferred to the web according to the electronic publishing principles. This application aims to increase the quality level of scientific journals published in our country. It is a known fact that the authors of quality scientific manuscripts prefer to make use of their studies in foreign journals. The most important reason for such as case is that the journals published in our country have not taken their places in the international indexes. On the other side the scientific journals published abroad demand that authors be subscribed to their journals.
More problems are faced in institutional subscriptions than in the individual subscription cost. The annual journal subscription cost for a national science library is approximately US$10.000.000 at least. The institutional subscription cost annually undergoes an increase of 30% on US $. This is not only a problem for our country but others too. It has been discussed all over the world that such an application process should be countered with the use of Internet.
e-Littera has been designed to facilitate a journal’s entering into international indexes. The access facility, dynamic page structure, search within the journal and reaching the references, existence of video, audio elements which is a result of a database working over Internet will allow the journal to become more widespread and to have more readers, therefore more citations of the journal will be made. It is a fact that every author is willing to work for a widespread journal whose number of readers, citations are increasing.
